MOFCOM and MOST seek comment on adding AI, biotech and solar technologies to China's export-prohibition and restriction catalogue, with interim export registration

MOFCOM and the Ministry of Science and Technology (MOST) state in Announcement No. 48 of 2026 that they propose to add 40 technologies in three fields to the Catalogue of Technologies Prohibited or Restricted from Export: 23 in artificial intelligence (large models, agents, computing clusters and information processing), 5 in biomedicine (cell and gene therapy, small nucleic acid drugs and pathogenic microorganisms) and 12 in solar (polysilicon, wafer and cell manufacturing, including key and core equipment).
