CIT denies ADM motion to complete administrative record in consolidated phosphate case

The U.S. Court of International Trade denied Archer Daniels Midland Company's motion to complete the administrative record in Consolidated Court No. 23-00239, Slip Op. 26-91, dated August 12, 2026. ADM sought to add its March 30, 2026, Rebuttal Comments in Response to The Mosaic Company's Submission of New Factual Information, which were not in the record because ADM's counsel E-filed them under the first administrative review proceeding rather than the second remand proceeding, so Commerce did not consider them in the remand redetermination.
