CBSA amends United States Surtax Remission Order (2025) for goods used in Canadian manufacturing, health care and security

The Canada Border Services Agency advises that the United States Surtax Remission Order (2025) has been amended to grant relief of surtaxes paid or payable under the United States Surtax Order (2025-1), the United States Surtax Order (2026), the United States Surtax Order (Steel and Aluminum 2025) and the United States Surtax Order (Motor Vehicles 2025) for eligible goods, including goods imported for use in Canadian manufacturing, processing and food and beverage packaging, and for public health, health care, public safety and national security uses.

Finance Canada reviews CITT safeguard report on global canned and frozen vegetable imports

Canada's Department of Finance states that the Canadian International Trade Tribunal issued its report in the safeguard inquiry into whether global imports of certain canned and frozen vegetables are causing or threatening serious injury to Canadian producers, and that the government will review it and announce its decision in due course. The 10 per cent surtax on global imports of canned vegetables announced on June 10, 2026, remains in place for its maximum duration of 200 days or until it is replaced by final safeguard measures. The inquiry was initiated on March 13, 2026, when the government directed the CITT to examine those imports.

CITT submits safeguard inquiry report on certain vegetable goods to Governor in Council

The Canadian International Trade Tribunal submitted to the Governor in Council its report on the importation of certain vegetable goods, including its determination, reasons and any recommendations. The inquiry examined whether the goods were being imported into Canada in such increased quantities and under such conditions as to be a principal cause of serious injury or threat of serious injury to domestic producers of like or directly competitive goods. Where the Tribunal made an affirmative finding for any applicable class of goods, it was directed to recommend the most appropriate remedy, considering the effect on consumer affordability of certain vegetable goods and on food security.

The products covered are those currently subject to the additional ad valorem duties imposed by Proclamation 11048, which took effect August 22, 2026 at a 50 percent rate after the three-day suspension in Proclamation 11056 lapsed. Goods imported but not yet entered for consumption, or withdrawn from warehouse for consumption, before September 29, 2026 remain subject to the 50 percent duty rate established by Proclamation 11048.

Products of Canada listed in Annex I, Part A remain subject to the 50 percent duty, while products listed in Annex I, Part B are no longer subject to it, effective for goods entered for consumption or withdrawn from warehouse for consumption on or after 12:01 a.m. eastern time on September 15, 2026.

CBSA applies 15%, 25% or 50% surtax on certain U.S.-origin goods from September 8, 2026

CBSA states in Customs Notice 26-23 that, effective September 8, 2026, certain goods imported into Canada and originating in the United States are subject to a surtax of 15%, 25% or 50% of the value for duty under the United States Surtax Order (2026), with the Schedules to the Order listing the goods and applicable rates. The surtax applies only to goods that originate in the U.S. and does not apply to goods eligible to be marked as originating from Puerto Rico, Guam, the Northern Mariana Islands, American Samoa or the U.S. Virgin Islands.

CBSA seizes over $13.8 million in tobacco and nicotine products across Southern Ontario in August

The Canada Border Services Agency states that its officers at land ports of entry across the Southern Ontario Region seized illicit tobacco and nicotine products valued at more than $13.8 million during August, with the majority of the seizures involving significant quantities in commercial shipments from the United States. Notable seizures included 14,964 kg of loose-leaf tobacco valued at $2,765,969 at the Blue Water Bridge on August 20, 1,781,000 cigarettes valued at $333,189 at the Ambassador Bridge on August 17, and 2,796 kg of nicotine pouches valued at $2,983,499 at the Blue Water Bridge on August 11.

CITT initiates final injury inquiry on certain steel racks from China

The Canadian International Trade Tribunal initiated a final injury inquiry, NQ-2026-005, into whether the dumping and subsidizing of certain steel racks originating in or exported from China have caused injury or retardation or threaten to cause injury. The inquiry follows a notice from the Canada Border Services Agency that preliminary determinations were made on the dumping and subsidizing of the goods. The Tribunal will determine on December 31, 2026, whether the dumping and subsidizing have caused injury or retardation or threaten to cause injury to the domestic industry. Interested persons, associations or governments may participate by filing Form I—Notice of Participation.

CBSA initiates dumping and subsidy investigations into truck and bus tires from China

The Canada Border Services Agency initiated investigations on August 31, 2026 into whether truck and bus tires from producers operating in or exporting from China are being dumped, subsidized, or both, following a complaint by the Canadian Retread Manufacturers Association and Michelin North America (Canada) Inc. The CITT will begin a preliminary injury inquiry and issue a decision by October 30, 2026, while the CBSA will make preliminary decisions by November 30, 2026. The complainants allege material injury including price undercutting, lost sales and reduced profitability.

Temporary suspension of the federal fuel excise tax

CITT finds no injury in oil and gas well casing from Austria inquiry NQ-2026-001

The Canadian International Trade Tribunal found in inquiry NQ-2026-001 that dumping of certain oil and gas well casing originating in or exported from Austria has not caused injury and is not threatening to cause injury to the domestic industry, so anti-dumping duties will not be collected by the Canada Border Services Agency. The complainants were Algoma Tubes Inc., Tenaris Global Services (Canada) Inc. and Hydril Canadian Company LP, collectively Tenaris Canada. The Tribunal will issue its reasons on September 16, 2026.

CITT initiates preliminary injury inquiry into truck and bus tires from China

The Canadian International Trade Tribunal initiated a preliminary injury inquiry (PI-2026-005) into a complaint by the Canadian Retread Manufacturers Association and Michelin North America (Canada) Inc. that certain truck and bus tires from China are being dumped and subsidized, following the Canada Border Services Agency's initiation of dumping and subsidizing investigations under SIMA. The Tribunal will determine on October 30, 2026 whether there is a reasonable indication that the alleged dumping and subsidizing have caused injury, retardation or a threat of injury. If so, the CBSA will continue its investigations and make preliminary determinations by November 30, 2026.

Finance Canada schedules Minister Champagne announcement on lowering everyday costs

Canada's Department of Finance and National Revenue states that Minister François-Philippe Champagne will make an announcement on September 2, 2026 at 1:30 p.m. as part of the government's efforts to help Canadian families and businesses lower everyday costs. The notice does not state what measure will be announced. Media must register by contacting mediare@fin.gc.ca and arrive by 1:00 p.m.

CITT initiates expiry review of upholstered domestic seating from China and Vietnam

The Canadian International Trade Tribunal initiated an expiry review (RR-2026-006) of its September 2, 2021 finding in inquiry NQ-2021-002 on certain upholstered domestic seating from China and Vietnam, to determine whether expiry of the finding is likely to lead to continued or resumed dumping or subsidizing and injury to the domestic industry. The Canada Border Services Agency will determine no later than January 28, 2027 whether there is a likelihood of resumed or continued dumping or subsidizing; if positive, the Tribunal will decide no later than July 7, 2027 whether that is likely to result in injury. Interested persons, associations or governments may participate by filing Form I—Notice of Participation.

Global Affairs Canada sets EV import quota rules for China-origin vehicles under Serial No. 1168

Global Affairs Canada states in Notice to Importers Serial No. 1168 that imports of electric vehicles originating in China under Import Control List items 195(1) to (3), classified in tariff items 8702.20.10 through 8704.90.00 or a Chapter 99 tariff item, require a shipment-specific import permit and are administered under a first-come, first-served quota, with 24,500 vehicles available for the second period of Quota Year 1 from September 1, 2026 to February 28, 2027, plus unused volumes from the first period. Eligible EVs enter at a most-favoured-nation rate of 6.1%, and importers must be Canadian residents that are EV original equipment manufacturers or their appointed Canadian-resident agents.

CBP final rule requires ACE electronic export manifest for rail cargo to Mexico and Canada

CBP published a final rule on August 26, 2026 requiring electronic transmission of export manifest data in ACE for cargo departing the United States by rail, including trains to Mexico and Canada. The rule identifies the parties eligible to transmit and the time frames before departure in which the information is due. It is effective October 26, 2026, and CBP will begin enforcing it on October 26, 2027.

Finance Canada announces $7.5 billion package of tariff support measures for workers and businesses

Canada's Department of Finance announced a $7.5 billion package of new and enhanced measures for workers and businesses affected by U.S. tariffs, on top of nearly $25 billion in supports implemented over the past 18 months. Effective September 2026, the Regional Tariff Response Initiative receives $1.5 billion more, with the cap on non-repayable contributions rising from $1 million to $3 million and liquidity support of up to $2 million. The package also adds a $500 million BDC liquidity stream, the Canada Strong Diversification Fund with $2 billion, $3.5 billion in Rapid Response Supports for Workers and Employers, and expanded terms for the $10 billion Large Enterprise Tariff Loan facility.

Finance Canada says dollar-for-dollar counter-tariffs on U.S. goods take effect September 8

Canada's Department of Finance says dollar-for-dollar counter-tariffs responding to newly imposed U.S. tariffs on Canadian goods will take effect on September 8, following a virtual meeting between Minister of Finance and National Revenue François-Philippe Champagne and provincial and territorial finance ministers. Minister Champagne said a major support package will soon be announced to help businesses maintain liquidity and support Canadian workers, and invited provincial and territorial ministers to provide input on proposed countermeasures, implicated products, and supports. The meeting also covered the suspension of trade negotiations with the United States, internal trade barriers, Buy Canadian initiatives and export market diversification.

CBSA amends description of tariff item 8507.60.20 in the Customs Tariff

The Canada Border Services Agency states in Customs Notice 26-21 that the 2026-1 amendment to the Customs Tariff 2026 changes the description of tariff item 8507.60.20, effective August 6, 2026, replacing "electrically-powered motorcycles" with "motorcycles or cycles with an electric motor". The change is marked by a change bar in the PDF version of the Tariff, by the number 1 in the change column of the Access files, and not at all in the HTML version. Importers holding a tariff classification advance ruling should review Tariff Amendment T2026-1 and, if the new description affects the ruling, submit a ruling request to the CBSA office that issued it for validation.

Finance Canada ministers to announce Canadian response to U.S. tariffs at August 25 press conference

Canada's Department of Finance states that the Minister of Finance and National Revenue, François-Philippe Champagne, along with Ministers Mélanie Joly, Patty Hajdu and Evan Solomon, will hold a joint press conference on Tuesday, August 25, 2026 to announce new measures to protect and support Canadian workers and businesses in response to U.S. tariffs. A background technical briefing for media is scheduled for 9:00 a.m. that day, with the site visit at 10:30 a.m. and the press conference at 11:00 a.m. in Ottawa. The announcement does not state which measures, products or tariff lines will be covered.

CBSA clarifies TRQ import permit process for goods entered into customs bonded warehouses

CBSA states in Customs Notice 26-20 that goods subject to tariff rate quotas entered into a customs bonded warehouse must have a valid shipment-specific import permit issued by Global Affairs Canada to be accounted for at the "within access" rate of duty, and that the permit's validity period must cover the date the goods exit the warehouse. The notice says this is a clarification of existing application, not a change in policy, and applies to all goods subject to TRQs.

CBSA initiates dumping and subsidy investigations into paperboard cups and containers from China

The CBSA initiated investigations on August 17, 2026 into whether paperboard cups and containers from producers operating in or exporting from China are being dumped, subsidized, or both, following a complaint by Great Pacific Enterprises Limited Partnership. The CITT will hold a preliminary injury inquiry and issue its decision by October 16, 2026, while the CBSA will make preliminary dumping and subsidy decisions by November 16, 2026. A statement of reasons will be posted on the CBSA website within 15 days of the launch.

CBSA states in Customs Notice 26-18 that, effective August 10, 2026, the company at 100, Leon Paul, East Farnham, Quebec surrendered its "BW" type highway sufferance warehouse license, and CBSA has decided not to advertise for a new highway sufferance warehouse at this port. As a result, effective August 10, 2026, all bonded highway carriers transporting commercial freight for clearance at the East Farnham, Quebec port of entry must declare at another highway sufferance warehouse. Questions go to Superintendent Michel Dubois at the Stanstead office.

CITT finds reasonable indication of injury in wheat gluten dumping case from Italy, Poland and the UK

The Canadian International Trade Tribunal determined on August 18, 2026, in preliminary injury inquiry PI-2026-003, that there is a reasonable indication that dumping of wheat gluten from Italy, Poland and the United Kingdom has caused injury to the domestic industry. The inquiry followed the Canada Border Services Agency's initiation of a dumping investigation under the Special Import Measures Act. CBSA will continue its investigation and issue a preliminary determination by September 17, 2026.

CITT initiates preliminary injury inquiry into paperboard cups and containers from China

The Canadian International Trade Tribunal initiated a preliminary injury inquiry (PI-2026-004) into a complaint by Great Pacific Enterprises Limited Partnership (Genpak) of Mississauga, Ontario, that it has suffered injury from the dumping and subsidizing of paperboard cups and containers from China, following the Canada Border Services Agency's initiation of dumping and subsidizing investigations under the Special Import Measures Act (SIMA). On October 16, 2026, the Tribunal will determine whether there is a reasonable indication that the alleged dumping and subsidizing have caused injury or retardation, or threaten to cause injury; if so, CBSA will continue its investigations and make preliminary determinations by November 16, 2026.

CITT continues order on oil country tubular goods from China after expiry review RR-2025-005

The Canadian International Trade Tribunal continued its December 10, 2020 order on the dumping and subsidizing of oil country tubular goods from China, following expiry review RR-2025-005, finding that expiry of the order was likely to result in injury. The Canada Border Services Agency will therefore continue to impose anti-dumping and countervailing duties on these goods. The order was originally made in expiry review RR-2019-005.

CBSA to close Remote Area Border Crossing Program on December 1, 2026, replacing it with telephone reporting

The Canada Border Services Agency states that the Remote Area Border Crossing (RABC) Program will close on December 1, 2026, and that travellers entering Canada through remote areas of northern Ontario or from the Northwest Angle into southern Manitoba must then report to the CBSA at a port of entry or a designated telephone reporting site. Telephone reporting will be introduced in the Northwest Angle Area, Pigeon River through to and including Lake of the Woods, the Canadian shore of Lake Superior, Sault Ste. Marie (upper lock system) and Cockburn Island. Active RABC permits have been extended and remain valid until 11:59 p.m. on November 30, 2026.
