USITC makes affirmative final injury determination on solar cells and modules from India, Indonesia and Laos

The U.S. International Trade Commission issued an affirmative final injury determination in the AD/CVD investigations of silicon solar cells and modules from India, Indonesia and Laos, finding that the domestic solar panel manufacturing industry has been harmed by unfairly priced imports from the three countries. Commerce issued its final tariff calculations last month and will issue the AD/CVD orders on November 2, after which CBP will begin collecting cash deposits on subject solar cells and modules from India, Indonesia and Laos. The Alliance for American Solar Manufacturing and Trade petitioned for the investigation in July 2025, alleging that manufacturers relocated operations to the three countries to avoid existing tariffs.
