CBSA 于 2026 年 11 月 3 日启动 SIMA 到期复审调查，审查 CITT 于 2021 年 1 月 6 日在 RR-2020-004 中对中国原产或出口的碳钢及合金钢管线管反倾销反补贴命令到期后，倾销和补贴是否会继续或恢复。CBSA 将不迟于 2027 年 4 月 1 日作出裁定，并于 2027 年 4 月 16 日前发布理由说明。CBSA 已向加拿大生产商、进口商和出口商发出问卷，答复截止 2026 年 12 月 10 日，须通过 CBSA 的 ACE 网络应用提交；未收到问卷但希望答复的企业可联系 CBSA SIMA Registry and Disclosure Unit。

Ottawa, November 3, 2026
On November 2, 2026, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on January 6, 2021, in Expiry Review No. RR-2020-004, concerning the dumping and subsidizing of certain carbon and alloy steel line pipe originating in or exported from the People’s Republic of China (China).
As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) has today initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods. The CBSA will make a determination no later than April 1, 2027, and will issue a Statement of Reasons by April 16, 2027.
The product definition and the applicable tariff classification numbers of the goods subject to the CITT’s order are accessible on the CBSA’s Measures in force.
As part of its expiry review investigation, the CBSA forwarded questionnaires to Canadian producers, importers, and exporters. Any Canadian producers, importers or exporters who have not received a letter from the CBSA who wish to provide a response to the questionnaire are advised to contact the CBSA SIMA Registry and Disclosure Unit at the email below.
Responses to all questionnaires are due by December 10, 2026, and must be filed through the CBSA's ACE web application.
