Commerce（美国商务部）ITA 依据 1966 年《教育、科学和文化材料进口法》Section 6(c)（15 CFR part 301）就 Oakland University、University of Virginia、UChicago Argonne LLC 等申请人提交的科学仪器免税进口申请公开征求意见，评论须在 2026 年 11 月 27 日（含）前寄出。涉及申请包括 Docket No. 26-125 至 26-190 共 40 余项仪器，如扫描电子显微镜、射电望远镜、共聚焦显微镜、核磁共振谱仪、稀释制冷机、冷冻电镜等。征求意见的核心问题是：美国境内是否正在制造具有同等科学价值、可用于相同用途的仪器。

Pursuant to Section 6(c) of the Educational, Scientific and Cultural Materials Importation Act of 1966 (Pub. L. 89-651, asamended by Pub. L. 106-36; 80 Stat. 897; 15 CFR part 301), we invite comments on the question of whether instruments of equivalent scientific value, for the purposes for which the instruments shown below are intended to be used, are being manufactured in the United States.Further information on the application can be found here: https://www.trade.gov/sips-florence-frs.
Comments must comply with 15 CFR 301.5(a)(3) and (4) of the regulations and be postmarked on or before November 27, 2026. Address written comments to Statutory Import Programs Staff, Room 40005, U.S. Department of Commerce, Washington, DC 20230. Please also email a copy of those comments to SIPS-Florence@trade.gov.
